To find the Rishboland Raja inGenshin Impact, visit the Steeple of Ignorance (Sumeru talent books domain), then walk a little south to find a sign that can be interacted with. The notice says that there have been reports of a large Rishboland Tiger coming at night. It also warns people to not leave any meat in the area.
